I mean "fleeing" as a precaution not to be tempted to want to board their ships.
They could claim a whole bunch of things in order to get the masses to join them and promising them a better future on another planet (a bit like in the Interstellar movie even if the scenario is slightly different).
I doubt that the negative forces will leave our planet without doing maximum damage beforehand unless eventually an agreement is reached between the Confederation of Planets and the Empire of Orion.
The wheat from the chaff must be sorted and that should happen shortly, it remains to be seen by what means (I have my idea) and when.
