...Statements like "solidarity with your community," "taking seriously the responsibility for keeping your community healthy," and "strong communal ethic" seem to indicate an inclination toward communism...

Not Communism, that would demand solidarity with international (global) 'proletariat'.
'Community above all' would be more völkish / national-socialistic.

But the point is that actually the 'mask-agenda' essentially aims at social isolation.
