That makes sense, though I'd personally say the heart chakra is really the most powerful of all if you'd have to pick one, and can, at least to some to some extent "jumpstart" the lower ones if it has a history of activation in any given individual, and start a reciprocal process of loosening the lowers at least a bit to get more energy going into it.
