I think you have define some things, to put them in perspective. First off, they don't say that work is not done in higher densities, they just say it is less work than third density. This is a relative statement. What is it relative to?
So you have to consider some variables:
variable A) length of time spent working and
variable B) the type of difficulty of the work being done
So for the first variable: length of time: 75,000 years is a an incredibly short amount of time compared to the other densities. Also, the difficulty of being a 3rd density is pretty rough, I think we can mostly agree on. There was a point in the past, when there was no veil, where the work in 3rd density was also very little, and similarly, the length of 3rd density was corresponding longer as a consequence. Eons according to Ra. It was easier to be in 3rd density without the veil, because little work was being done, so the polarity of potential was built up very slowly. Introducing the veil shortened and vivified 3rd density because the work got so much harder because you introduced enough separation/distortion to allow for a whole other class to play as: STS, which provided intense lessons for the STO on the plane (likewise for the STS beings).
So you see, it is simply a trade off: do a lot of intense work, very quickly, or do the same amount of work but over a much longer and diluted period of time. My belief is their statement was relative to the veiled conditions of 3rd density life now.
