Well, that's what they were attempting to do in the first place.
First off it's all for service, Ra even states that when attempting to aid ancient civilizations that what they had hoped to to do went the opposite direction - it's due to the Human mentality of elitism.
Ra will always be attempting to fix the mistakes, but there cannot be any direct physical help because that would do the same exact thing that they did wrong in the first place.
