Fair question. I subtitled the piece "A discussion paper" since a discussion is what I am proposing. You are obviously wanting something more concrete, so permit me to offer a few suggestions.
My interests are two-fold:
1. How to open and sustain a dialogue with positive ETs. In order to do this in the setting of a meeting of two groups (rather than individuals) we must agree topics and an agenda beforehand in order to give some structure to the dialogue.
2. The psychology of these beings. This is a necessary precursor to the first, if only out of politeness, but also because we will each make assumptions about their psychology that will differ. We should resolve such internal differences before inviting a meeting.
The multitude of questions we could ask ET visitors must be reduced to a manageable and ordered sequence. Here are a few off the top of my head. Traditional literature repeatedly asserts that even the wise are susceptible to the pleasures of the flesh, and these have always presented major difficulties in our societies. Does Fourth Density consciousness experience such attractions, or do they differ, and if so how? Do they practise the "adversary relationships" (Session 31) of marriage, or do their customs differ? Those familiar with the Planet Iarga material will likely want to know whether geothermal energy is the most efficient energy source for Third Density civilization, and whether nuclear fission can be suitably tamed. Their life-spans and life-cycles would certainly be of interest were they happy to discuss them, as also would be their capabilities of interstellar travel.
On a more practical level, the obvious place to start in creating a more positive understanding of them is in schools. Now that the number of Earth-like exoplanets is estimated in the billions, why cannot courses be introduced into schools to prepare young minds for a certain eventuality? (There are very good reasons, of course, if rather unpleasant ones).
Perhaps an easier starting-point is the Internet. If you browse the sites devoted to the ET-UFO topic, you'll find hundreds of Grey faces, many deliberately contorted to look threatening, and an alarming amount of hatred and anger directed at ETs. Most sites focus on "lights in the sky", which today is quite pointless. The few that attempt some sort of rational discussion seldom get past first base; those who begin with an assumption of the reality of extraterrestrial life immediately meet a barrage of ridicule and invective. If half a dozen people got together and joined a few of the better forums, they could cooperate clandestinely to establish sensible discussion of the topic and encourage the preponderance of "lurkers" to become "posters".
In other words, I believe that those of us privileged to have access to the material on this site have a duty and obligation to act as emissaries for the material, and for those who may one day be our visitors; and, if we are so fortunate, our friends. Over to you.
