My own speculative opinion is still that it was more a matter of intended audience.
I would agree with your distortion of beingness toward what you would call speculation.
I think that the Confederation entity that transmitted the material had to weight the distortions inherent in the proposed instrument with the intended message and the instrument's ability to disseminate the message to the intended audience. Only after considering all aspects was an instrument chosen that, it was felt, would maximize the exposure of the intended message - after being distorted through both the selected instrument and the distribution process - to the target audience.
