Yes and to tame the lion, so to speak, is to do the inner work, to clear chakra blockages, to concentrate and focus on our true desires. In another Tarot card, the Lovers, we see that superconscious guidance is received through the subconscious. Again, responsibility rests on the Magician (conscious mind) to make the suggestions to subconsciousness.
Case says about the Lovers,

The image of the Lovers that Case is referring to is the esoteric version, either Rider-Waite or (preferably) the Builders of the Adytum, whereas the Ra Material deals with the Church of Light Egyptian version.
