Any central focus is a limited one, that is part of what a focus is. Also, that is not any determined or chosen focus, it is just the natural conditions of the Logos' plan arising. It is not the only view that is considered when souls incarnate, however there are also limited bodies for use on any given planet. Those who are able to make the choice are given the choice, so some come here, and some go elsewhere. Those who are unable to consciously make the choice are guided to the incarnative form which offers the most potential for the choice to be made and be so consciously.
Believe it or not, but the conditions on this planet are not conducive to every stage of growth at all times, at least it does not appear that way to me. The priority for souls incarnating depends on the condition of the planet, which changes over time. It does not seem to me to be fair either to force the planet to accomodate growth patterns which are far outside of its current natural rhythms, or to place developing consciousness' on a planet that is not currently in a condition most conducive to their growth.
I find the universe is quite good at its balancing and so I see it that those souls which are incarnated are those which are meant to be at this time, and those which are not or have incarnated elsewhere are equally exactly where they should be.
