I think China's system is too Orwellian for the west but I'm a huge fan of China's technological progress. They have extremely long term plans and they include everything in society in their information infrastructure. And even when it comes to semiconductors, or actually especially then, China has been investing huge amounts of resources into research and development for at least the last decade. Expect superior Chinese microchips anytime soon!
I also feel China's perspective is based on historical thought. Some version of a Chinese state has existed over more than 2000 years now since the advent of the First Emperor of the terracotta warriors fame. Strategic thinking is a natural outcome of a historical perspective of thinking. The Chinese state also appears to have a unique sense of destiny about themselves, somewhat similar to the sentiment of 'American Exceptionalism'.
