Severity of Catalyst and "Fairness"

What's the conventional, human definition of "fair"?

It's a complicated word but I think most people use it to mean equal treatment, equal opportunity, equal rule application, stuff like that. A lot of people believe that the world is inherently just and that people get what they deserve. This "belief in a just world" is closely related to the common idea of fairness.
