Not really sure what Ra says about joining other social memory complexes...but you don't have to join Earth's. Ra said that when the time comes, entities can make the choice to either continue learning alone or as part of a social memory complex.
Out of curiosity, why would you want to travel somewhere else to be part of another social memory complex? We're not going to form one until everyone is unified in the vibration of peace and service. Till then we'll be learning the early lessons of 4D as individuals. My guess is we'll be so enamored with the "beauty of love as lived" we won't even think about unifying in service for a while.
