I suppose attaining the 13 is the point of this octave, so a being from the next octave would have at least that many, and a new set of goals to attain more.
I also found somewhere in there that when it comes to ascension, all you need to do is ask for it. the info was placed into our akashic record (dna blueprint) approx 10,000 years ago. They also say that info is downloaded into your mind in segments, like a school system kind of. So don't be upset when you're asking and nothing is happening right away, you've been pretty much placed in the queue, and it will happen when its your turn. That would explain why I get silence for ages then suddenly a massive breakthrough will occur.
