yes technically it could be done. but the question is, where is the software that did it, and the machine that is within the purchasing reach of common man.
i would like to have such a gaming rig.
Another way it might have been done is to take a day shot (or brighter shot) and a night shot of the same area, mask the areas where you don't want light, then superimpose the shots.
Notice how the camera person does not pan to follow the UFO at all, but that object, presumably, is the more interesting subject. Most people would follow if it just happened to show up while one was recording the skyline some night.
