It is not my understanding that the confederation would intervene directly in something like this, and prevent it from happening. They haven't even intervened in civilizations who have destroyed their entire planets, except of course to plot new destinations and karmic lessons for the souls involved. In the Ra material they said their only involvement with Hiroshima and Nagasaki was to ensure that the victims' souls weren't destroyed due to the nuclear blasts, and when Don asked Ra where those victims' souls were then (early 80s, approximately 40 years later), they said they were still being healed. And then there's of course Chernobyl as well.

They did mention that no soul was lost due to their efforts in Hiroshima and Nagasaki.

Since I know practically nothing about nuclear energy, I wouldn't know whether a slow leak like this one in Japan, or Chernobyl, holds the same danger for the soul as a nuclear blast for example. I wouldn't think so.

They interviewed some nuclear physicist on the news the other night, and he said there are two types of radiation being released. These ones you speak of, with a half life, which 'dies off' in hours or days, but then he said there was another one being released that lasts thousands of years, of which the majority will eventually end up in the upper atmosphere.
