The group can be either "elite" or not, it doesn't matter. In this case it is still a group where information is kept "secret to outer world", ie everybody who are not a part of this group, that is you. This is not information about nuclear weapons here, it is chi we talking about. Something that can be of benefit to further seeking when the self finds itself ready for it.
