By 'place', I don't mean just being capable of understanding of the principles involved, but a responsibility to use it in an integral manner, serving balanced consciousness.
Of course, if a group also happens to have the same requisite background, then it can be offered to the group. The assessment of prudent action can be very simple, for example when directly experiencing their own fear of themselves instead of something they bothered to have made conscious.
