Ra and Dorothy were both right.
From Ra's perspective Ahkenaten was a success in the sense that they succeeded to awaken a head of state and transfer to him the Law of One in relatively unbiased form. As Ra mentioned many times they are aware that Confederation generally and they especially were somewhat naive in their approach towards teaching the Law of One on Earth. So having the head of the most advanced civilization of the time buying into the Law of One must have seemed a big success.
However as Ra admits Earth was not prepared for the Law of One and from Ahkenaten history can be deduced that he was a despot but was not concerned to rule through fear. He did not eliminate his opponents but rather ignored them. He changed the religious orientation of his empire and his abrupt shift in religion must have created quite a social anxiety for the old religious class and for common people. An this is where Ra plan backfire and Dorothy perception is validated. A social revolution cannot happen in one generation especially when fear is not used as tool of constrain.
Q'uo validates Ra account stating that in the time from Ahkenaten to Moses Earth was the closest ever from changing spiritual orientation towards the Law of One. Q'uo considers the racial identity as the main reason for Law of One not succeeding. Moses another wanderer aware of the Law of One in unbiased form, created a unique God but he made it be of his people only
(because of social pressure applied by his people towards him) destroying the uniqueness of Jehovah and deviating quite drastically from the fundamental nature of the Law of One.
