jafar is an identity, an identity within bring4th universe, thus definitely he is a persona. 
A persona among many in this bring4th universe.

A person in the definition of the government is founded with the birth certificate for the natural person, and with the registered address for the legal person.

So i agree to the identity - but not to the persona, because it is not official registered.
But this is of course only the legal view of it.
It is your free will to see yourself as whatever you want - specially in an spiritual way.

Then let's define some terminology, to avoid semantic confusion.

jafar is not a LEGAL PERSON as mandated by a government regulation.
And so does Ra, Quo for that matter..
They don't have birth certificate, address, passport or even mugshot.

jafar existence is only on this bring4th universe.
It has only username "jafar" and password, that's it.
When this bring4th universe ends so will jafar.

By the word "Persona" here it means it has certain Point Of View.
To have a point of view, birth certificate, address is not required.

A unit of consciousness can have multiple persona(s), each capturing it's own point of view.
And jafar is a persona, among many personas of that unit of consciousness.
Thus that unit of consciousness can capture many / multiple point of views.

The persona named jafar can even have debate with other personas of that unit of consciousness.
Each persona stating it's own specific point of view and 'defending' it's point of view.
A monolog one will say, but to those who are not aware, it will bring forth an illusion of dialog and debate.
The illusion of 'many' ness.
