In my story, it's been an uphill hill battle creating a better reality for those who are against change.
Most are against anything that doesn't make one "financially" rich, to include those that run local governance.
How correct this?

It is their free will to keep in the sinkhole of indifference.

You can only ask for their sense of live and if they are really happy with this.
