In third density we don't know whether to give or not to give is the best action in a particular situation. Serving the whole is much more difficult than serving according to beliefs. Not giving in a situation can be bad and giving in a situation can also be bad. It depends on a huge number of factors with future overall consequences hard to predict. And "giving in secret" I take as meaning that we ourselves don't know the situation until the giving or not giving takes place, and then infinite intelligence (called God in the Bible) takes care of making sure it serves the whole.
