We do know that disciplining the personality to a certain degree allows for free travel around the universe, so it is possible Ra was talking about that. But I think that perhaps they were being more poetic than literal. I think a hint at this is that they say "walking" instead of "traveling." I think if they were intending to speak to literal methods of travelling, they'd say travel. Walking to me sounds like they are speaking more to the journey of the individual.

I think it's both.

To the disciplined entity, all things are open and free. The discipline which opens the universes opens also the gateways to evolution. (Ra)
