Plus most negatives are in positions of power. They have to exert their power over others, where positives don't do that.
According to Ra the 51% polarity of positives is equally difficult to attain as the 95% polarity attained by negatives. It is the minimum requisite amount of polarity required to be harvestable, but not necessarily an indication of power. At least, in a *usable* sense. There are countless balancing mechanisms in play too. For example, yes, many negatives get themselves into positions of power, but there are yet other negatives who are constantly trying to usurp other negative being's positions of power. This results in spiritual entropy, depleting the collected power of polarity they are working up.
And again, just because one has polarized, doesn't mean they have refined the ability to use the power. As analogy, they both now can wield the same sharpness and weight of sword. But the skill in using that sword, is a completely other matter, which is a different kind of balancing. One uses it to defend, the other uses it to attack. So one finds power in extreme love, the other finds power in extreme lack of love. But the wisdom determines how refined that power is wielded, for positive or negative.
So what I'm saying is that tons of balancing mechanisms come into play to make the spiritual battle fair, in a sense. There are also far fewer harvestable negatives, than harvestable positives. So strength in numbers (precisely due to less spiritual entropy). Not all harvestable negatives reach the indigo center, also. Those are just the self harvesting ones. There is a lesser harvest at the ends of minor cycles (in my opinion) which has nothing to do with penetrating intelligent infinity, but rather just making the choice (by getting the kundalini consciously to the heart center -- whether in deliberate use, or deliberate blockage).
