When we CHOOSE to re-incarnate, we are "high" and in a good place mentally, to make a decision that we would NEVER make had we been given the choice right here (sober) in the physical.

iirc both Ra and the Q'uo have expressed that they are actually jealous of the people who have incarnated here, because the experiences here are so intense that one makes a lot of spiritual growth very quickly, so I don't believe incarnating here is a choice that no one would make.
