To find to love negative beings you have to understand how you become them and how you can heal from it I think. Then, you see your very own nature, for which you have found the love of, reflected flawlessly.
People tend to empathize with what resembles them most, so in the case of a murder they will not open themselves to the fact that the murderer is perhaps the most miserable party and will instead empathize with how their life can be affected by another whose karma, in their eyes, is not their own and whose circumstances and experiences is not their problem.
How karma is shared in-between individuals, I think, holds upon each individual's free will. Beneath the confusion, we are truly that which is One with All. All layers of separation are but a mean for complex experience, for which the need is rooted in all.
