You can't violate free will by sending love out into the collective consciousness. It is up to the recipient if they chose to accept and receive it, and act on it. Love most certainly can be rejected.
When I send love out into the space around me, I always task it to be offered gently to all who are open to receive the gift of love I am offering, though they may not know they were consciously seeking it.
