To me the norse map seems like a calm conversation between world leaders and the "attack map" title is wrong, it seems like a satellite phone so they aren't really attacking its a way of watching the internet traffic that follows you around, only during specific periods and methods would it be an attack, it seems to me that its part of the internet background conversation of sorts.
Nukes seem to be a threshold technology, for most its like blackmailing the world but it seems to be originally designed to lower manpower requirements for domestic purposes, its cheaper to maintain a nuclear arsenal than a standing army, but in my view countries that have nuclear technology are not properly equipped to receive developemental aid as they have the methods to fund their own developement unlike poor countries that actually need the aid. Nukes seem to be built for something else than war so their use seems more along the lines of advanced countries always build them.
