According to Ra, 2d, 1d entities, even places can gain 3d awareness - with natural ebb and flow of life, or by other entities (like people) doing considerable investment in them.
Thats not something unusual or a scary matter - its something quite usual: Whenever people refer to something or even some place 'having a character', that points to the rising awareness/characteristics of that particular thing. Surely a threshold needs to be passed before the entity can become a 3d entity and graduate to 3d. But mechanics of that was not explained.
