I can't say if they have souls, but those with souls choose to be where they are.
I wouldn't say it's a living hell. It might be blissful to be a computer.
A lady I talked to entered the body of a dragonfly psychically and said it was the most blissful experience and connected experience she had ever felt in her life and she cried.
It's when we come into 3D that we start experiencing hellish things. Other 1D beings, consciousnesses, are one with Creator. So they probably are in a blissful state.
They don't have a veil that separates them from pure unconditional love like us third density beings do.
We do know that even 1st density matter has conscousness. But as to what that consciousness is like, is hard to say. It may be a very slow experience if it's like a rock.
