To be clear, I'm not making the claim that it is the overall rate of false accusations. The 41% figure is the conclusion of a single study of a single sample. Nonetheless, unless you've read the study and disagree with their methods, in that case the 41% rate was in fact true. How it relates to the rate in the overall population is a separate question.
