I was intrigued by this quote because of the total weakness of the response. I suspect if they actually attempted to file charges against someone doing this, they would have to explain why this worked in the first place, albeit temporarily. ..And that scares the bejesus out of them. So the less risky strategy is to just reverse the charges, and make sure the original recipient charges a fee.
They may have to have an account for all tax id's created for some reason - a reason they obviously don't want us to know..
It wouldn't surprise me if as the Federal Reserve System approaches it's end, that some way to exploit it like this may arise, as the rats jump off the ship. I'm not saying I expect it, but it wouldn't surprise me.
