I suppose this is a matter of cultural perception. As Americans, we generally perceive those who won't speak to us, and express themselves freely, as unfriendly and rude, or even sinister.
It isn't confined to Americans. If you get the chance you should spend some time in a pub in England or Ireland (or Australia or New Zealand) on a Friday night. English-speakers have the "Gift of gab", and we aren't afraid to use it.
