After death, there is strong impetus toward moving into "The Light". And the only way that doesn't happen is due to some pretty strong 'willing' to not go into the light'. Usually, that occurs because a being fears judgment by a creator for crimes committed in life. And this was a big part of the motivation that negative beings were inspired by in attempting to 'ape positivity while retaining negative characteristics' with regard to the different religious writings of the world. Influencing people to be afraid of god's judgment increased the probability of them CHOOSING to not go into the light. But the truth is, god does not judge. We judge ourselves.
But even for the beings that get temporarily lost among the astral planes, there are constant opportunities for waking up to the fact that they are doing it to themselves and thus opportunities for moving into a higher and more pleasant states of consciousness.
All of the people who experience so called hell during near death experiences are simply products of not having gone far enough into the death experience to realize they were simply witnessing a lower vibrational interpretation of the death experience. If they had gone further into the experience, their experience would have turned positive.
So to summarize, the natural impetus of consciousness not attached to a body is to float back up into a nonresistant/unified/love filled state, in the same way that a bubble floats up from the bottom of the pond to the air. The only situation that is the exception is deliberate polarization which equals the conscious choosing of a state rather than the neutral acceptance of the natural impetus or momentum of the flow of consciousness during the after death state.
There are some beings who have never been incarnate (at least, in the way we are familiar with in the physical), that people will call "demons', but this just a human interpretation of their reality, but there is something you need to understand about these beings: their realm is not "hell" to themselves. They naturally evolved there. They are not demons any more than a spider is a demon for eating a fly, or a wolf is a demon for eating a rabbit, or a cat is a demon for eating a mouse. It is a natural state of 2nd density evolution for these beings.
And they are simply enjoying their experience. The idea of the 'veil' is a really distorted concept. All it means is: you can't remember your past essentially. A 2nd density being isn't heavily burdened by memory in the first place -- that is to say, memory doesn't play a massive role in their experience for the most part -- mostly just instinctual memory. For a 3rd density being, the veil becomes a more significant concept since they are more conscious beings and memory is an important component of the 3rd density experience.
