Hi Chandlersdad. You will always be Chandler's dad. The hardest day of my life was 2 and a half years ago when we had to put our German shepherd down. She was only 4. I understand your deep pain. I am so sorry.
Here is what the Ra material says about what you have asked, in my interpretation though others have disagreed. They asked quite a bit about their cat, Gandalf. Ra says that Gandalf was individualized from a previous incarnation, and was able to learn spiritual lessons about love in his current incarnation.
To me, this implies that Gandalf is a mind/body/spirit complex within a cat body.
What this also very clearly implies was that Gandalf reincarnated into another cat form to be with its beloved owners again. I've had this experience with my pets and have had clear dreams about it.

Whether or not your dog was harvestable is not something I can judge, but I do lean towards a bias of seeing the awareness of animals. Even if he is harvestable, he can still choose to come back and be with you - and likely will by my guess, unless you communicate with him a strong desire to see him move on. A little blip of 9 years as a spoiled and beloved pet is hardly enough to hold one back in their spiritual journey - and I firmly believe that a mind/body/spirit complex can inhabit a 2d body and begin to learn the lessons of love.
I also enjoy entertaining the thought that as our pets ascend the densities, and we are a few steps ahead of them, that we will be/are their guides. This has also helped smooth a lot of distortions of judgement within me. I've thought to myself, when watching the appallingly ignorant behavior of another, that what if that was just my sweet little shih tzu Butters fumbling around in one of his first human incarnations? This thought turns irritation to joy right quick!!

My go-to suggestion upon the death of a pet is to encourage someone to go to a shelter and adopt a new one (save a life after watching one be taken), but I also understand that the grieving process is very important. It was two years after Dexter died before we even began talking about getting another dog ... but as soon as we did, one literally showed up on our doorstep. A dog just about two years old....
