I might suggest that events are a means to an end. So, using your example, having an accident might make you in need of an "otherself" to come to full healing. There is a lesson in being vulnerable there. And a lesson in trust.
So while the true lesson would come from the interaction with the otherself, yet, still, it would be the accident that made that lesson possible.
I think that what Ra might be saying is that we don't reincarnate down here to experience events per se. What is it like to win the lottery? What is it like to be famous? We don't get to dabble this way.
But we can pre-incarnatively choose to win the lottery, or to be famous, because these events/circumstances are the right ones to lead to the kind of interactions with otherselves that will be beneficial in our mind/body/spirit development.
