I couldn't find the exact quote or session but I found a similar quote to prove my point:

The negative path activates red, orange, yellow, skips green and light blue, and goes straight to the third eye. The negative path would not try to work on the blue, and Ra does go into detail that the positive adept would naturally have green in use, with the throat or light blue chakra being chosen to be utilized in varying levels of service or varying levels of the ability to communicate your ideas in an effective manner, while also being able to remain open to listen to the ideas of others as well.

so people who talk at you instead of talking with you.. i would call that a blue ray block that is rooted in the yellow ray.. needing to control the conversation...
