I don't really like this answer, because it can be interpreted as elitist and also as a kind of confirmation bias, but nonetheless I think Ra's statement that "it is to the middle and first of these groups that this information will, shall we say, make sense" addresses your question.
I think it's probably one of the more likely explanation. I know you're not alone in thinking that passage means that, essentially, it is only these groups of wanderers who will make sense of the Ra material. I do think it's a likely explanation, but I do see some alternate interpretations of that statement. The fact that I don't feel like a wanderer (I wouldn't be surprised if I were, but all of my investigation and intuition on the issue suggests otherwise) probably keeps me from buying completely into that explanation. But it would make sense.

This is why I kind of laugh at that publisher rejection letter line that says the material is "so void of information - of content." Like, really?! The information in these words is so dense that I can read it 10 times and still find new nuances that reveal more information in the words. It's true that the grammar can be cumbersome, such as Ra calling "words" "sound vibratory complexes" - that's 3 words where Ra could have just used one word. But I think in instances like that, Ra had a reason for using the terms they did, to denote or hint at something greater than the word we would commonly use for certain concepts.
But "void of information"?! It's such a stark contrast between those who "get it" and those who don't.
