It is an interesting line of thought. At first I thought I knew the answer but now I'm not sure.
My first thought is that after harvest, when a planet moves into a new density, those who were unharvestable move to another planet that has late 3D vibes instead of where Earth has transferred into early 4D, the compatibility issues would arise with vibrations.
However, this throws a wrench in my thinking:
But does Ra mean in the end, the total summation was 6/30mil, or that the number 6/30 was just for the second harvest? Either way I don't feel right quibbling about Ra's numbers because they are notoriously unreliable.
My understanding is this: If you repeat the 3rd density, you most likely are repeating incarnations on the same planet. Once you polarize enough to be harvested, you can move on, or you can stay/Wander back as some do, until the end of the cycle when real harvest comes - when things heat up and there's more opportunity to polarize. So when the clock ticks and harvest takes place, if it's at the end of a planet's cycle through a density (as Earth is right now), those who are not able to sustain the vibrations of 4D start incarnating on another planet that is 3D where they are able to undertake the lessons they want to learn. Those who make the grade continue to incarnate on Earth as early 4D to continue to help the transition and to maybe help harvest the last few on the fence.
