I assume in the quote given that that is one of the beneficial uses of 3d catalyst offered to the 6d personality.
The Higher Self, is, in effect, already complete, but the movement of the current (incompleted) self can take place through the considered use of experience.
I think when the magical personality is invoked (as per Ra's quote), then the time/space bridge is made real (as in deep sleep and dreaming) and the tools of the unconscious can be applied to what has been experienced in the conscious waking world. It is almost like a much higher-rated CPU or processor that can crunch through the data more quickly and efficaciously than just the limited conscious 3d mind. It is still 'us' that is experiencing and utilising the 3d catalyst, but it is employing a vaster set of resources to tackle the issue; much like if one doesn't know the answer to a normal question, you either google it or pose it to the forums.
We can always get answers or solutions to personal catalyst by either trying to figure it all out on this side of the Veil, or by employing a fuller component of the Self.
The one tool that is most readily available to us is through the process of nightly dreaming. That also establishes the time/space bridge through the Veil, and the tools of the unconscious are applied to unused conscious experiences, and the feedback takes place in the form of dream narratives and symbolism. That is feedback to the self on how to proceed/learn.

as for the Higher Self being invoked in a deep state of meditation, I think this has similiar effects/benefits to the dream narrative, with the possible advantage that recall of the experience might be more accurate, given the fact that the conscious mind is aware.

as for the actual 'Work' of the Higher Self, I think these all have to do with the examination of the self. The process of spiritual evolution is the movement of the mind/body/spirit complex towards the state of the Higher Self.
through understanding of the Self comes healing, and once the self is healed, then one can then be a living embodiment of those understandings, and offer the possibility of those completed patterns ('understandings') to others; either explicity through communication, or just by one's presence, which will be experienced by the other-self as being in the space of something very harmonious, accepting, gracious, and non-judgemental. This alternate viewpoint of 'healing' is that of the integrated self at the mental level; as opposed to the physical (which will always reflect that state of mind), or the spiritual (whose fields are largely undistorted, and are just waiting for the opportunity to be called and employed by the mind complex of the entity).
