My assumption (which could be incorrect) is only 4th density graduates and wanderers can incarnate into DA bodies. The latter assumption doesn't have any supporting quote I can find.

I don't think all people born into DA bodies will automatically be of a "moral and loving nature". They still have a veil of forgetting and may grow up in less than loving circumstances.

I don't think poverty or geography has any bearing on being in a DA body.
