I am not Ra. These are my thoughts.

I believe the 'dual activation' refers to the ability to be in 3D and in contact with Intelligent Infinity.
I postulate that wanderers have an inbuilt ability to become telepathic. A self actuated 're-connection' to establish a full state of awareness. We have already polarised to the light. This is 'imprinted' within our social memory complex and is a very real part of our beingness.

To answer the second question; yes and yes.
