I think Ra probably worked with positive and negative entities from 4th and 5th density while on Earth. Because Ra is in the density of unity they can't tell the difference between STO or STS in the way we in 3rd density do, because they are two aspects of the same whole to those in 6th Density.
That whole being the one infinite Creator.
As for the second question. If i remember correctly Ra said that we exist on 7 different earths at the same time, so work in 3rd density will probably effect energy in higher density as it becomes more in tune with them.
