I've pointed the attention of Bring4th's webmaster and LOO.info's webmaster to this thread in case they might have anything to say about it or any way to help. As far as asking Carla, I'll check with the L/L admin once he gets home from holiday festivities to see if he needs to discuss it with her. I don't see any issue with it.

Personally speaking It would serve better to have a redirect Mobile formatted site for the LOO. Of course, if you're planning on caching content offline within the App itself, there's the size and potential copyright. I'm not sure what L/L's take on this is.

I have just started to think about the project briefly, but I am really waiting on approval from L/L Research and lawofone.info to even begin.
Target environment would be iOS/Android, unless there is more demand for compatibility. I think this covers much of the market though.
In terms of data retrieval, I was thinking offline. This will allow the app to operate offline when studying the material.
Forum integration I haven't thought much about. I'll have to look into it. MyBB is pretty actively used, so I'm sure there is plenty of documentation out there.
HTML5 is still pretty new, so i'm not super familiar with it.
I'm not sure how long the project will take, but I can certainly begin to take a dive once I get a go ahead. I think it would be fun, and hopefully, helpful for the community.
