The short answers are both physical and metaphysical. Physically, Don Elkins was one of the earliest and most comprehensive researchers of UFO's, psychic phenomena and channeling. He had been studying these subjects, gathering information and drawing tentative conclusions, for literally decades before the first encounter with Ra. He may well have been the best prepared person on the planet for that conversation. "Secrets of the UFO" goes into this history in depth.
Metaphysically, Ra confirmed that Don, Carla, and Jim, were "wanderers" who had chosen to incarnate at this time to help bring forth this spiritual information to humanity. Much of the Ra information was foreshadowed in the Esmerelda book of a decade before, which Ra described as coming through an essentially channeled form of storytelling except for the conclusion. There may be other threads on this topic, I just happen to be familiar with these two because I started 'em.
Ra explained that the unintended consequences of providing unasked-for information was of great concern in previous encounters with humanity. Therefore, Ra's policy was to only answer specific questions. Even then, Ra would answer only to the extent that the answers would not violate free will opportunities of choices and discoveries.
Ra sometimes did answer at extended length, carrying a concept across multiple sessions if needed.
I think of the "could you please answer... will you please answer now" incidents in two ways. One is to think of a noisy intercom in which people are exceptionally careful to speak with clarity. As a pilot, Don would have been very familiar with this kind of communication. Ra did indicate that the contact was "narrow band" and somewhat fragile. The other way I think of this is that it shows great courtesy on both side. Kind of like two people holding the door for each other, saying, "Oh no, please, after you!"
