There is an official stance?
Following an evolutionary model and with the fossil records we have of what the procession of hominids, it would be difficult to point to one stage where the line could be drawn with authority. Many basic advancements could be used as a canary to show that though. Tool use, abstract thought as evidenced through art, language, etc.
Kind of have me at a loss on the "genetic tampering" thing. By black I assume you mean african, not Aborigines(or some other group that I am unaware of)? What tampering went on with the people of other lands they werent, and where do you get this information from. Not sure there is enough difference to make tampering a "fact".
Id have to say that our experience the whole way around here is pretty unique. Not all of it in a good way, but it does provide for some unique possibilities.
