I'm wondering if the 3D body form is an evolution from the last body the entity used in 2D. For example, an entity who was a dog in the last 2D incarnation, will incarnate in a 3D body similar to a dog. Does that make any sense to anyone here?

Ra is talking generically and genetically. Ra clearly states that genetic evolution is what prepares physical vessel for all densities on all planets. The initial DNA of a Stellar System evolves based on the Logos design with some variants for each planet based on planet's specifics. Ra also said that all neighboring stellar systems have similar 3D vessel designs at the point that some might not even be distinguishable if one sees them on a street of a village on Earth.
