I think NASA is doing a job that grades somewhere between poor and disasterous and the US gov is doing a job somewhere between disasterous and mass extinction level event.

But hypothetical space agencies don't exist. They do not have real people nor actual responsibilities.

Not sure where you are coming from. What hypothetical space agency are you using for comparison to say that NASA is doing a disastrous job?
