I think Ra is referring to the orion thought forms messing with the elite, or rather the m/b/s's that have ended up in position of power as a whole. Trace it back up the grapevine and it's basically one form, our dark brother.
I would think most think they mean well, the positive consciousness that is being gradually compounded will become more noticeable within the bio-social sphere.
