I haven't came across any information about this Record outside the Ra Material. What is it? A book in time/space? To whom is it intended?

There are similar concepts in esoteric, ancient lore, religions, traditions and recent spiritual work. Many religions refer to a 'big record of everything' in the sky. And from among recent work, Cayce's work has a lot to do with it.
In spiritual literature its called Akashic Records i believe.

It's a metaphor for the Omniscient nature of All beings' deeper selves, I think.
A great record of the manyness of infinity would be unable to be physical without magical properties. It's forever growing and condensing, as beings grow and return to source.
I like to think of a holographic encyclopedia of souls.
