It has that authority now, and is exercising it.
Specifically in the US and Western nations.

I think this is expected. First virus are natural. Second, all media is unnecessary paranoia. I don't have any fear from this, nor I recommended to lose our time with this hype.
Even if it comes to a pandemic, it is a flu. Like the normal flu, it can always kill, but only if it is our time. So, no worries. There is plenty of nice things to do on Earth: serving others, observe the beauties of the planet, self-expression, sharing, having fun time with our close ones...
